Consultation on Quality Supervision and Management Measures for Shandong Traditional Chinese Medicine Market

In order to further strengthen the supervision and management of the quality of the Chinese herbal medicines market and standardize the market order, the Shandong Province Food and Drug Administration has recently drafted the Shandong Provincial Quality Supervision and Management Measures for Chinese Medicinal Materials Market (for Trial Implementation), which has so far solicited opinions from the whole society.

Shandong will establish and improve the quality traceability and accountability system for Chinese herbal medicines. The operating companies and households should establish and improve the accounting and records of the purchase and sales of Chinese herbal medicines, and specify the names, specifications, quantities, origins, sources, quality, and sales of Chinese herbal medicines. The Chinese herbal medicines sold in the market must be purchased from legal channels, and the qualification certificates and bills of the purchasing unit must be obtained and a qualification file must be established.

The Measures stipulates that illegal acquisition, sale, and use of state-protected wild animals and products and wild plant herbs prohibited by the State's prohibition shall be prohibited; illegal acquisition and sale of 28 kinds of toxic Chinese medicinal materials announced by the State are prohibited; and it is forbidden for pharmaceutical companies to engage in Chinese medicine decoction pieces. Packaging, label changing, and other activities; it is forbidden to purchase Chinese Herbal Pieces from the Chinese medicine market or other units or individuals that do not have production and operation qualifications.

Workers who are in direct contact with Chinese herbal medicines in the professional markets of Chinese herbal medicines must carry out health checks every year. Those suffering from infectious diseases or other diseases that may contaminate drugs may not engage in direct contact with Chinese herbal medicines.
